Bob,
You asked me recap my meeting with the Res Life staff on June 21 in regards
to Dorm Damage to Telemedia equipment. At our meeting the following issues
were discussed and their outcome at this point is described to the best of
my recollections.
I was advised to ask the following questions. Please find responses
directly following questions:
1 - At what point do you Res Life discuss fees?
I was advised that this issue is dealt with at a much higher level than
John Horan's and that if we would like to discuss the possibility of a
Media Technology Fee being added to the room charge that you (BOB) should
discuss that with your VP. They were however quite willing to work with us
on this, just doubtful that it would be well received due to the proposed
tuition increases.
2 - Discuss possibility of RA's distributing Technology Survey
to the twenty-five students they are responsible for?
John was most willing to do this. I gave him a "SAMPLE" of what we would
like to distribute. The survey's will be handed out at my RA Info update
on 8/25. Please have survey's ready for distribution on that day and I
will also need to have a date by which you would like them returned. We
also discussed making this fun by providing prizes to the top three RA's
who return the most COMPLETED survey's.
3 - You asked if me to ask the Res Life staff to participate in
our Wiring the Dorms Team?
Ron Hammond will submit a list of Res Life staff and students who he feels
are appropriate to participate on this team. When you are ready to form
this team I will follow through on this.
4 - John's progress on the Movie Channel?
I informed John that we had purchased the infrastucture to provide the
movie channel and that all we need now is for him to purchase the 2
recorders and movies. He said he was waiting for the final Res Hall
figures and that at this point they were down approximately 135 students
and he will not be able to make a decision until the figures are confirmed.
John will keep us updated.
5 - Discussion on student damage to Residence Hall
telephone/television equipment and infrastruture:
We discussed this topic extensively and the following conclusions were
drawn and agreements made:
a. Residence Life is not permitted by the SUNY Common Area Damages policy
to bill students for damages done in any common area that students are
provided and allowed to occupy for entertainment or study purposes. This
includes lounges.
Both parties agreed this will be a cost of doing business unless it is
an act of violence and dealt with by our campus Judicial System.
b. Dicussion on RCR(Room Condition Report) and who and how
billing for damages done to telephone/television, equipment,
infrastructure, was and will be handled in the future.
John reminded me that he and I had agreed at the conclusion of the 93/4
school year that on a trial basis, his staff would include televison and
telephone inspections as part of their (RCR) and would bill for all damages
as well as collect the money. This would be done on a trial basis for the
94/5 school year and then renegotiated in the summer of 95.
After this year and our discussions of how this worked, the Res Life staff
and myself came to the following agreement for damages incurred in
94/5 andhow this will be handled in 95/6. They are as follows:
1. The Res Life staff will compare their RCR's with Carm's work sheet and
bill all students that are listed on both sheets or just Res Life's sheets.
Res Life will collect the money and initiate a journal transfer
to our IFR account of all funds collected for damages to telephone
equipment.
John Horan and I will meet after this has been done to discuss
how we will handle the remaining charges that Carm has documented. This
discussion will not include the lounges or the 5/6 floors of BWMNHL.
2. Everyone agreed that policy on damage to telephone/television equipment
in the Residence Halls for the 95/6 school year will be as follows:
The RCR will be extended to include a message stating that their
will be charges accessed to students who do damage to our tv/telephone
equipment/infrastructure. It will also state that room inspections will
be done by qualified technicians after the students have left in May and
billed by the Res Life dept. in early June.
DC/Telemedia's committement to this agreement is as follows:
- the SCG(Student Calling Guide) will also include a statement as
previously described.
- room inspections by DC/Telemedia will be done no later than three weeks
from the completion of the spring semester. We will be responsible for
submitting a worksheet(like Carm did this yr) to Res Life no later than the
first full week of June.
- appeals will be directed to Brenda Bennett. This will be stated on the
Res Life bill. Therefore, our technicians will have to not only list
vandalism but a description.
- It was also agreed to by all parties that the DC/Telemedia will start
billing for anything that our technicians deem vandalism(not normal wear
and tear) when they do repair calls during the school year for telephone
and/or televison.

Thanks to everyone who participated and helped reach this GREAT agreement.
I think it will make everyone's lives easier. It is always a pleasure to
work with the faculty, staff and students in Residence Life! Have a great

Addendum to message (6/23/95):
TELEPHONE/TELEVISION INFORMATION YOU NEED TO KNOW
EQUIPMENT AND SERVICE:
All the residence halls are wired for modular jacks. The college provides
one touch-tone set per room. All telephone sets and jacks are tested and
verified to be in good working order. Any malfunctioning telephone
equipment should be reported immediately to the Telephone Office. We are
located in Kellas Hall, Room #220 and our telephone extension is 3000.
When you contact our office you will be given instructions on testing
and/or how to return the equipment to our office. The Telephone office
will determine whether repair or replacement of the equipment is required.
Residents may be charged for damaged equipment.
Telephone Equipment replaced for reasons other than normal wear and tear,
will be billed according to the following rates:
PHONE JACK $10.00
DIAL TONE $20.00
PHONE $30.00
CORDS $3.50
All Residence Halls have (INSERT TELEVISION INFO)
Television Equipment replaced for reasons deemed other than normal wear and
tear will be billed according to the following rates:
Cable Outlet $10.00
Cable TV Connector $ 3.50
All residence hall rooms are checked immediately after graduation. If
damage to the television or telephone equipment is found, you will be
billed according to the prices listed.
